Position : Consultant – Integrated Global Action Plan Development for Drug ResistPurpose of consultancy
To provide writing expertise related to the integrated global action plan unifying drug resistance for HIV, viral hepatitis, and STIs.
Background
The Department of Global HIV, Hepatitis and STIs Programmes is developing an integrated global action plan (GAP) which will unify global, regional and country actions and response to drug-resistant HIV, viral hepatitis and STIs.
Deliverables
- Task 1: The drug resistance team will publish an integrated global action plan linking drug resistance for HIV, viral hepatitis and STIs. Leveraging landscaping performed in 2022, to provide expert advice to the drug resistance team in the planning and execution of diseases specific and in-person meetings and one integrated stakeholder meeting (up to 4 meeting in total) to contribute to the writing of an integrated GAP unifying drug resistance for HIV, viral hepatitis and STIs.
- Deliverable 1.1: Minutes of the two meetings and detailed outline of integrated global action plan/ slide set.
- Timeline Deliverable 1.1: Meeting planning documents as defined above (Months 1, 2, 4, and 6).
- Deliverable 1.2: Minutes of last two meetings and further revised and detailed annotated outline and slide set as background for the final integrated GAP (deliverable 3.3).
Time deliverable 1.2: Meeting reports (internal and not for WHO publication (Months 3, 4, 8)).
- Deliverable 1.3: First draft on the integrated GAP.
- Deliverable 1.4: Second draft integrating Stakeholders comments and WHO comment.
- Deliverable 1.5: Final draft ready for copy editing and lay out of integrated GAP unifying drug resistance for HIV, viral hepatitis and STIs.
Timeline deliverable 1.5: Final draft integrated GAP ready for copy editing and lay out (Month 9).

Educational Qualifications:
Essential:
- Advanced university degree in medicine, science, public health, epidemiology, infectious disease control, or equivalent discipline.
Experience
Essential:
- Over 10 years of experience in an international public health context, out of which at least five years of documented experience as a writer on high level publications as strategies and norms and standards documents.
Desirable:
- International experience in HIV or Hepatitis or STIs DR surveillance and in the development of WHO normative guidance.
Skills/Knowledge:
Essential:
- Good analytical and summarising skills.
- Excellent high level writing skills.
- Good communication and presentation skills.
Languages required:
Essential:
- Expert knowledge of English.
Location
Off-site – Home based.
Travel
- The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):
Remuneration:
- Band level C - USD 10,000 - 12,500 per month.
